The enterprise action handler — a fixed, typed contract (unlike Core's
marker ActionHandlerInterface, whose params vary and are method-injected).
The signature reads as a sentence — handle(what I seal, what I was given, who I am): the outcome:
handle(BusinessTransaction $transaction, // what I seal — outcome + messaging BusinessContextInterface $context, // what I was given — validated inputs SdkContext $sdk): ActionResponse // who I am for — actor / org / abilities
Because it references BusinessTransaction and SdkContext — types Core
(stateless) is forbidden to know — this contract is inherently SDK and could
never be a Core signature. Fixing the params lets PHP enforce params and
return natively; no invoker reflection.
