Thrown when AddressProviderInterface is resolved without a host having bound a
concrete. The SDK ships no provider (bought, never owned, SDK Address D8):
address type-ahead requires a host to bind its licensed vendor. Manual capture
works without one — this only fires on the provider-backed path.
