Writes per-actor slot values (SDK Actor Slot Values v1.0 — KISS, D19). The target
actor is the explicit $forActor; the acting partner ($context->actor()) is
recorded as assigned_by_partner_id provenance only. Admin-on-behalf writes are
first-class (D9) — $forActor need not equal the acting partner; access is gated at the
entry point (D19 dropped EditLevel), not here.
The SdkContext is passed in, not resolved from the container: the sole callers are
the two #[Act]-gated action handlers, into which the ExecutableInvoker injects the
per-request context — so the Writer takes it as an argument (parity with how the Reader,
sitting behind Core's context-free ParameterSourceInterface, must self-resolve). This
keeps the Writer a pure function of its inputs — no service location, no unbound-context
tolerance.
One value per (partner, slot): set() upserts, clear() deletes. No validity window
(D19); nothing is time-bound.
