A row in sdk_slot_assignments — one actor's value for a slot (SDK Actor Slot Values
v1.0 — KISS, D19). One row per (partner_id, slot_name): set() upserts the value in
place, clear() deletes the row. No timeline (valid_from/valid_until removed), no
supersession. value is the JSON-encoded scalar; callers cast it against the slot's
ParameterType. assigned_by_partner_id records who last wrote it (provenance).
