Implements Core's {@see \LaravelUi5\Core\Ui5\Capabilities\Ui5ManifestExtensionInterface}
for suite manifests: rewrites the SAP sap.ui.viewModifications block per
actor — flipping each role-gated control's visible from the actor's resolved
See grants (fail-closed) and stripping the server-only role hint.
The See declarations are authored in the same extends/extensions block and
synced to sdk_abilities(See) + sdk_ability_role by
{@see ManifestAbilityExtractor}; the ability key is "{FQViewName}.{controlId}".
Used by {@see \LaravelUi5\Sdk\Platform\AbstractSdkManifest}; usable independently by any manifest that wants view-gating without the shell fragment.
