`implements`	`BackedEnum`

Defines the structural hierarchy level of a partner within the platform.

SystemLevel models the organizational identity of a partner in the SaaS ecosystem (vendor → operator → tenant → site → user).

It is:

persisted as an integer in the database,
strictly singular per partner,
independent of module roles or group memberships,
the basis for governance decisions (mapped to EditLevel),
the source of write-scope resolution in the Settings subsystem.

SystemLevel represents WHO the partner is in the platform hierarchy. It does not define WHAT the partner is allowed to do, and it grants nothing: access comes only from role, group and ability grants. The SdkRole of the same name ({@see toSdkRole()}) is assigned separately.
