Represents a semantic reference to a globally registered intent.

An IntentRef does not define behavior or authorization. It only names an intent class so it can be projected into a business context (for command palettes or other shell components).

The referenced intent must be registered in the IntentRegistry; the registry resolves its {@see IntentInterface::name()} at sync time.
