The opt-out signal for login management. The SDK binds EloquentLoginProvider by
default and never throws this itself. A host that manages logins entirely outside the
SDK binds LoginProviderInterface to a closure that throws it, so the Partners app's
login actions fail loudly instead of writing to users (PA-AUTHZ E-09).
