Thrown when config('ui5.system_actor_id') resolves to no partner — the
installation never seeded its platform-owner system actor.
Fail-loud at the first actor-less write (e.g. the SettingsWorker stamping
set_by at ui5:sync) rather than an opaque set_by foreign-key violation
downstream. Distinguishable from a generic BindingResolutionException so test
and host code can expect it directly and the message carries an actionable
