Thrown when the configured system actor resolves to a partner whose EditLevel
is not Platform — the id points at an ordinary partner, not the platform owner.
Extends the shared {@see EditLevelException} base (with the Settings writer's {@see \LaravelUi5\Sdk\Settings\Exceptions\InvalidEditLevelException}) so a caller can catch any edit-level refusal by the base. See sdk-system-actor-v0.9.md D3 / I3.
