Shared base for every failure where a partner's EditLevel is wrong for the operation at hand — the Settings writer's level gate ({@see InvalidEditLevelException}) and the system-actor resolver's platform-level check ({@see \LaravelUi5\Sdk\Partners\Exceptions\SystemActorEditLevelException}).
Catch this base to handle any edit-level refusal uniformly; catch a leaf to
discriminate the context. It lives in the Settings domain because Settings owns
the EditLevel / SystemLevel governance semantics; the Partners leaf extends it
(the one cross-domain extends — see sdk-system-actor-v0.9.md D3, sdk-settings D11).
Abstract on purpose: only the leaves are ever thrown.
