Trivial ScopeResolver that returns the actor's own partner_id — the
literal self-on-self pattern. Default backing for #[ScopedToActor].
Time-independent: returns [$actorId] regardless of $at. The
$at parameter is part of the contract because other resolvers need
it for audit/replay and time-bounded relationships; accepted here for
shape consistency even though this resolver does not consult it.
