Resolves an ability declaration to its sync-assigned DB id
(sdk_abilities.id) — the structural lookup that callers used to each do with
their own raw sdk_artifacts ⋈ sdk_abilities query.
The index holds every ability type (Access / Act / See / Read) for every artifact; {@see accessAbilityId()} is the first, convenience reader (the app-level gate), {@see abilityId()} the general one.
Implemented by both registries (the established dev/prod split):
Resolves identity, never a grant — the answer is "what id is this ability", not "may this actor hold it". See https://laravelui5.com/sdk/security/resolution-engine
