extends RuntimeException

A deployment error: an artifact declares a gate, but its module has no row in sdk_artifacts — so there is nothing to resolve the gate against.

This is the state between deploying code that adds a module and running ui5:sync. It is not a permission problem and not a routing problem, and it used to look like both: the lookup was a firstOrFail(), whose ModelNotFoundException Laravel renders as a 404 and, because the class sits on the framework's internalDontReport list, never logs. A missing deployment step presented as a missing page, silently.

A RuntimeException instead: it surfaces as a 500, it is reported, and the message names the step that was skipped.
