Contributes branding information for the navigation header.
A BrandingContributor is responsible for resolving the active branding context (e.g. provider vs tenant) and providing a fully-resolved branding definition for the shell.
The contributor MUST NOT apply UI logic or fallbacks. It simply reports what branding applies in the current context.
