Immutable projection of the operating org partner's identity subset.
id and name are the always-present core; the remaining org fields
mirror the sdk_partners columns and default to empty so lightweight
callers (tests, the explain command) can construct a bare identity
tenant without supplying the full legal payload. Locale is deliberately
absent — it is an installation detail (request/app level), not a
tenant-owned property.
The systemLevel default is for those bare constructions only. The shipped
{@see DefaultTenantResolver} passes the platform owner's real level, which is
PlatformOwner; nothing infers a level from this default.
