The value-help scope registry — resolves the named scopes contributed to a value help
(harvested from #[ContributesScope]). Implemented by both registries (the dev/prod split):
{@see \LaravelUi5\Sdk\Platform\SdkRegistry} harvests live; {@see \LaravelUi5\Sdk\Platform\CachedRegistry}
reads the baked map.
